Recipients are acknowledged for their collaborative approach to important issues and their capacity to seize emerging opportunities. In odd-numbered years, the award specifically honors members of the judiciary who have demonstrated exceptional commitment to promoting civil rights, empathy, and respect for the rule of law.
Magistrate Burke’s work on the Rhode Island Superior Court’s Pre-Arraignment Calendar has been transformative. He understands the profound impact of prolonged legal battles on defendants, particularly those struggling with mental illness, substance addiction, or systemic inequities. His colleagues praise his ability to resolve cases efficiently and fairly, ensuring that defendants receive timely resolutions and appropriate support. Assistant Public Defender Susannah Cotter credits him with teaching her the importance of viewing clients holistically, emphasizing rehabilitation over punishment.
